Thirty years of experience and an academic background in water pollution control.

Broad technical experience in all aspects of water pollution control – sewage, storm water, drainage, industrial
wastewaters, and brines, from sewage treatment plants and sewers, military facilities, metal finishers, shipyards,
refineries, mines, pharmaceuticals, electrical components manufacturers, centralized waste, food processors, and
others.  Coupled with broad regulatory experience in all aspects of the NPDES Program, from standards and permits
to compliance, enforcement, and state and local oversight.

Skills include technical writing, inspections, sampling, regulatory and technical analysis, program audits, compliance
assistance, case development, litigation support, expert testimony, and professional papers.
Conducted nearly 700 EPA inspections of NPDES facilities in California, Nevada, Arizona, Hawaii, Guam, American
Samoa, and Alaska.  These include (1) NPDES inspections of sewers and sewage treatment plants, industrial
dischargers, military facilities, and mines, (2) pretreatment audits of local industrial wastewater control programs and
state water pollution control agencies, (3) pretreatment inspections of industrial users, and (4) MSGP storm water
inspections of industrial sites.

Provided technical analysis of and development for administrative and civil enforcement.  Cases of note include
American Samoa administrative orders for Tafuna and Utulei (2011), USN Apra Harbor compliance agreement
(2011), CC Honolulu consent decree (2010), San Jose pretreatment administrative order (2007), ED Coat criminal
sentencing (2002), Los Angeles/Burbank pretreatment consent decrees (1994), and the Inspiration Copper
administrative order (1986).  Also provided technical analysis of note for the NPDES permitting of the Pinal Creek
Group Treatment Unit (2001), and NAVFAC-Hawaii WWTP (2006).

Provided expert testimony in ten criminal litigation cases.
